millions of citizens willing to defend their homeland to be able to fully
accomplish their mission.

| PREPARATION OF CITIZENS: |

Preparation of citizens for defense is carried out in a systematic and differentiated way. Efforts are concentrated on developing creative thought and the abilities of the combatant and, at the same time, achieving a more rational use of resources through the use of trainers and other measures that reduce the consumption of fuel, munitions and other input, without affecting the quality of instruction.
It comprises the training of cadres, both of permanent officers, reserve officers and those in the Territorial Troops Militia, as well as the training of leaders and officials in the state organizations, economic bodies and social institutions.

Preparation of citizens includes the preparation of the command and administrative bodies, of the command bodies of the regular troops and Territorial Troop Militias and that of the administrative bodies of the Defense Councils and their staff. Troop preparation includes that of permanent and reserve non-commissioned officers, sergeants, corporals and soldiers (sailors) and also that of the militiamen and members of the Production and Defense Brigades and that of the rest of those citizens who for various reasons, are not members of these groups. |

The nation's efforts are aimed at ensuring that those millions of men and
women who are ready to defend their homeland have the necessary instruction and
capability to do so effectively. As
is logical, the training and weaponry of the country's defense forces are not
the same in all cases. It is not
possible to aspire to have an equal level of training in the regular and popular
forces. The latter participate once
a month in the so-called "Defense Day", with the aim of acquiring
knowledge and carrying out the necessary training, which differ depending on the
missions envisaged for each one.

Special importance is
attached to the preparation of the military operations theater, taking into
account the destructive capacity of the weaponry and combat techniques of the
only potential enemy. Work is done
in conditioning, from the engineering point of view, all cities and towns, using
for this the voluntary effort of the population and local material resources.
This substantially reduces the costs of this huge task. Only works of greater complexity are built by professional
forces. A great effort has been made in the conditioning of the mountainous
regions, which have now been transformed into impregnable bastions of the
defense system. |

Preparation of the national economy for defense is under the guidance of
the Council of Ministers. It is
carried out through the implementation of a set of organizational and
mobilization measures, economic, financial, technical and material measures and
the creation of the necessary reserves, in order to guarantee from peacetime the
fulfillment of the production and service plans established for exceptional
situations.
