The armed organization of the Defense
Zone to achieve the citizens’ mass participation in the War
of all the People. Their two
main tasks are production and defense.

The Production and Defense Brigades constitute the armed organization of the Zone Defense Council, for developing the mass participation of citizens in the War of all the People. Their two basic tasks, during exceptional situations, are production and defense. Furthermore, they perform tasks of civil defense and internal order. |

The Production and Defense Brigades are established in peacetime in
workplaces and in the population's places of residence. They are made up of
citizens who voluntarily express their desire to participate in production and
defense activities during exceptional situations and who, for different reasons,
do not belong to the regular troops,
the Territorial Troops Militia, the
bodies and units of the Ministry of the Interior or to the working bodies of the
Defense Councils. More than 3.5
million citizens are members of the more than 60,000 Production and Defense
Brigades that exist.
