They lead their different levels in exceptional
situations such as conditions of war, during war, general mobilization or
emergency.
The Cuban archipelago is
organized territorially into 14 provinces and 169 municipalities. More than
1,400 defense zones would be activated in a war situation in the municipalities'
territories.

The country as a whole is led by the National Defense Council. The
Provincial, Municipal and Zone Defense Councils lead the rest of the structures.
Around 40,000 citizens make up the different levels of the defense
councils, a responsibility they undertake voluntarily without pay.
